Sustainable Project Management Maturity: A Meta-Synthesis of Measurement Indicators Based on the Armstrong Model

In recent decades, the transition to sustainable project management has become a strategic necessity; however, the lack of integrated maturity assessment models that go beyond traditional constraints (time, cost, quality) remains a fundamental challenge. This study aims to identify and categorize the indicators for measuring sustainable project management maturity based on Armstrong's performance model (comprising three dimensions: characteristics/behaviors, outputs, and outcomes) to provide an integrated and localized framework for Iranian projects. This research was conducted using a qualitative approach and a meta-synthesis method (Sandelowski and Barroso's seven-step model). To this end, articles from the Scopus database from 2020 onwards were reviewed, and following a systematic screening, 18 valid articles were selected for data extraction. Data analysis led to the identification of 42 open codes, 9 axial categories, and 3 main themes, including "process behaviors" (such as stakeholder competencies and agile processes), "project outputs" (such as efficiency and sustainable products), and "long-term outcomes" (including economic value creation and organizational learning). The results indicate that measuring sustainable maturity requires a systemic perspective and the establishment of a balance between process behaviors and sustainable outcomes. In the context of Iranian projects, despite infrastructural barriers, developing stakeholders' behavioral competencies, sustainable leadership, and utilizing agile frameworks like Scrum under the guidance of Project Management Offices (PMOs) are considered strategic necessities for achieving sustainable success.
