Identification and Prioritization of Circular Economy Performance Evaluation Indicators in National Power Plant Development Projects (Case Study: Combined Cycle Power Plant)

چکیده :
Abstract_ The power generation industry faces escalating pressures to transition toward sustainable paradigms due to resource scarcity, stringent environmental regulations, and rising operational costs. Although the Circular Economy (CE) offers a transformative framework to enhance resource productivity and reduce emissions, a systematic performance evaluation model specifically tailored to combined cycle power plant (CCPP) development projects remains notably underexplored. This study addresses this gap by identifying and prioritizing key CE performance indicators for CCPP development projects using a hybrid methodology combining a Systematic Literature Review (SLR) and the Best-Worst Method (BWM). Grounded in the Triple Bottom Line (TBL) framework, nine sub-indicators across three core dimensions (Economic, Social, Environmental) were finalized and evaluated based on the consensus judgments of an eight-member expert panel from the national thermal power sector. The BWM prioritization results reveal that the economic dimension carries the predominant weight (0.6250), followed by environmental (0.1950) and social (0.1800) dimensions. At the global level, Technical-Economic Evaluation & Cost Optimization (EC1,0.4054) emerged as the most critical performance driver, followed by Operational Efficiency (EC2, 0.1436) and Recyclable Materials & Waste/Water Management (EN2, 0.1341). Notably, water circularity and waste recycling secured a top-three overall ranking, highlighting the strategic necessity of resource recovery in water-scarce contexts. The proposed framework provides project managers and energy policymakers with an empirically validated decision-support tool to strategically allocate resources and guide the circular transition in energy infrastructure projects.
